The Texas Department of Transportation (TxDOT), Houston District, will hold a public meeting regarding the proposed roadway improvements to State Highway (SH) 146 from Red Bluff Road to Farm-to-Market (FM) 518, in Harris and Galveston Counties, Texas. The meeting will be held on Thursday, May 28,2015,
at the James F. Bay Elementary School, 1502 Bayport Boulevard, Seabrook, Texas, 77586. The meeting will be held in an open house format from 5:30 p.m. to 7:30 p.m.
The purpose of the Public Meeting is to present the proposed project to the public and receive comments. The project proposes to widen SH 146 from Red Bluff Road in Harris County to FM 518 in
Galveston County, Texas. The proposed project consists of widening and restructuring the existing fourlane divided roadway facility to a six- to twelve-lane freeway with grade separations at major
intersections, access roads in selected locations, and express lanes over Clear Creek. The purpose of the proposed project is to reduce congestion and enhance safety by accommodating traffic volumes
especially during commute periods, accommodate traffic due to competing uses (i.e., local traffic and through-traffic), accommodate hurricane and emergency evacuation options, and upgrade roadway and bridge designs to current standards. The proposed improvements would potentially require additional
right-of-way including residential and commercial displacements.
Maps showing the proposed project’s location and design drawings will be available for review at the Public Meeting.
This information will also be available by appointment for review Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m, excluding state holidays, at the TxDOT Houston

All interested citizens are invited to attend this Public Meeting. Written comments from the public regarding this project are requested and may be presented for a period of 10 business days following the meeting. Written comments may be submitted either in person or by mail to the TxDOT District Office, Director of Project Development, P.O. Box 1386, Houston, Texas 77251. Written comments must be postmarked or emailed to hou-piowebmail@txdot.gov by June 11, 2015, to be included in the Public Meeting Summary.
The Public Meeting will be conducted in English. Persons interested in attending the meeting who have special communication or accommodation needs, or need an interpreter, are encouraged to contact the TxDOT District Public Information Officer at TxDOT (713) 802-5072. Requests should be made at least two days prior to the public meeting. Every reasonable effort will be made to accommodate these needs. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.c.
327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
